I get the error that file isn't found when I open the installer when it's clearly there = Don't download this

It's working - just do as VegitoDBZ advised and delete the Russian characters in the folder name. Also, open up steam_api.ini in the Dark Souls II directory after installing and change the language unless you want to play in Russian.

ok. theres no DLC. Its not in the game! nada. silch. nothing. Its just the original game.
