The video on this release seems jerky every few seconds during panning, or in scenes with movement. I tried it on both VLC and DirectShow-based players. Dropped frames in the capture or encode?

Yep. This is the version with the poor 3:2 pulldown.
This new transfer was only broadcast with a 2.0 mix, so it looks like someone took it upon themselves to convert it to 60Hz in order to sync the DVD's 5.1 mix on it. An admirable effort; the sound is great. Too bad the video became glitchy in the process.
