Hmmm, interesting... you did this one @12000 rather than your usual 14000. Maybe you were concerned about the resulting size...?
Yes, more or less.
I have a system where there have to be 5000 kbps between source bitrate and target bitrate.
So if source bitrate is 19000 kbps, target bitrate will be 14020 kbps. If source is 18000 kbps target will be 13020 kbps. 17000 kbps will be 12020 kbps. 16000 kbps will be 11020 kbps and so forth.

Wow, interesting that even though the disc is 42 Gigs with about 1.6 Gigs Xtras that the bit rate would be that low. Odd... Must be a VERY long movie; I don't remember...
Oh, that's because both the Theatrical and Directors cut where on the BD. Without seamless branching that is. So there's to "whole" films on the BD, and it's also why the bitrate is so low.
Beyond me why they didn't seamless branch this one. Especially with all the extras they put on it.
