Why does this ask for Permissions to read Phone State and Identity, the real Root Explorer doesnt require these to function. Cited below

Why is it suspicious? Usually 21 is a greater integer than 8, hence 2.8.1 is older than 2.21.1. This ain't no decimal point foo'!
