Dit waargebeurde verhaal onthult de details van de opkomst en ondergang van de beruchte vakbondsvertegenwoordiger Danny Greene (Ray Stevenson), die bekendheid verwierf in het midden van de jaren '70 voor zijn gedurfde bereidheid om de Italiaanse maffia te trotseren. Opgegroeid in de straten van Cleveland, geraakt de stoere reputatie van Greene uiteindelijk in contact met de lokale maffia. Het duurt niet lang alvorens de lokale maffia is uitgegroeid tot een grootse handhaver binnen de regio. Maar na het vormen van een alliantie met de beruchte gangster John Nardi (Vincent DÆonofrio) en de gevreesde Shondor Birns (Christopher Walken), begint Greene te ontdekken dat hij de potentie heeft om zelf zo machtig te worden als zijn tegenstanders. Vrij snel ontwikkelt hij dan ook een reputatie als onaantastbaar na het overleven van talrijke pogingen tot moord en creÙert hij een dodelijk vernietigende organisatie met misdaadsyndicaten door heel Amerika.
