You can simply create a Mods folder. Then you must create the Packages folder within the Mods folder. Then put the files there.

Thanks. Now my sims crashes and the main loading screen is fucked. So I just removed it, thanks though.

If it crashes your game then you did something wrong. Most likely you don't have a Resource.cfg.
