Size makes a big difference in the quality. I can't comment on that specific torrent, but I'd be glad to tell you the different between a ~2gig 1080p and a ~10gig 1080p of the same movie.
Bitrate.
A freeze-frame of the movie is going to look almost identical, but the low-bitrate video will often have some "artifacts" (blurred pixels or other imperfections) during play, that arise as a result of compressing the video too much.
Also, the sound quality is usually terrible. You might not notice through an old speaker system, but the difference is vast. Low quality audio will have kind of a "hollow" sound and get distorted during loud scenes.
For a solid choice of quality, I recommend at least 4-5gig for a 720p video and at least 6-7gig for a 1080p. Some of my 1080p movies are over 30gig because I really wanted top quality - but honestly on most setups you won't notice any difference once you get past 10 gigabytes. Just my opinion, though.
